This report sets out the Commissioner's findings and recommendations following a thematic review into the operation of the 2013 Code of Practice. This review follows up on the findings from one conducted and reported on in 2015. The review assesses Scottish Government progress in response to recommendations in that report about succession planning and learning lessons from appointment activity.
