The process of making appointments to public bodies regulated by the Ethical Standards Commissioner must be run in line with the Code of Practice for Ministerial Appointments to Public Bodies in Scotland (the Code), based on the principles listed above. The Statutory Guidance on Application of the 2022 Code of Practice (Statutory Guidance) provides details on how this works in practice.

Public Appointments Advisers (PAAs) serve as representatives of the Ethical Standards Commissioner on selection panels to provide direct support, advice, and enable Code compliance during appointment rounds.
